CLIENT BACKGROUND

THE CHALLENGE

The agency was running critical citizen-facing services on legacy infrastructure that was over eight years old. Frequent system slowdowns were affecting service delivery, and an internal audit had flagged significant data security gaps including unencrypted storage of citizen data and no formal access control policy. A modernisation budget had been approved but the agency lacked the technical capacity to plan and execute the migration without disrupting live services.

THE STECHAD SOLUTION

Stechad provided a three-person managed IT team — a project lead, a network engineer, and a cybersecurity specialist — over a six-month engagement. The team designed and executed a phased infrastructure migration to a hybrid cloud model, implemented role-based access controls, encrypted all citizen data at rest and in transit, and delivered staff training on the new systems. All work was planned around service hours to ensure zero disruption to public-facing operations.
